Moodle assignment grant attempts until pass with pass set to maximum score
With allowed attempts set to unlimited and the granting of attempts set to automatically, Moodle displays a message that is confusing to students and problematic for graders. The students see the following message:

This also has the downside effect that when a grader views an assignment that was already marked, the grader sees a blank submission. The grader has to scroll down, way down, down the bottom of the page, to access a button that allows the grader to view prior submissions. The grader does not, as Canvas does, leave the prior submission on view until the subsequent submission comes in. And the view earlier submissions button is at the top of the assignment grading viewer in Speedgrader. Moodle seems peculiarly not designed for instructors in some of these design details.
Unlimited submissions with Grant attempts set to Automatically
In Canvas, when the instructor sees and assignment that appears to be a duplicate of another student's submission, the instructor can roll through all of the submissions in Speedgrader just by pressing the "j" key and find the earlier submission by another student. In Moodle this is not possible if resubmissions are granted automatically. Beyond there not being a keyboard shortcut to advance to the next assignment, all one ever sees is blank submissions: the reopened assignment.
Shifting to manual authorization generates extra work for the instructor, who might overlook authorizing a resubmission when a resubmission is warranted. Authorizing a resubmission (a new attempt) also results in many students who use the Moodle app on a cell phone not seeing the comments. This Moodle app issue cannot be resolved by changing the Grant attempts setting. Any reauthorization of a submission leads to the comments being hidden in the prior attempt.
Setting Grant attempts to Automatically until pass with a passing score set less than 100% would upset students who want to rework an assignment until they achieve a better mark. In a course where assignments are practice, as in practicing for a performance or a sports event, repetition until mastery is something to be encouraged.
Preliminarily, the setting of the Grade to pass to the Maximum grade appears to be a functional solution. With a maximum mark of five and grade to pass set to five, students are granted new attempts until they obtain 100%. Once they achieve 100%, their final attempt is left on display.
The one caveat is that the Grade to pass setting impacts the color of the score in the gradebook. By setting the Grade to pass to the Maximum grade, scores in the gradebook display as red until the student obtains the Maximum grade. Once the student obtains the Maximum grade the score displays as green in the gradebook.
Note that in the courses above when an assignment is set to unlimited resubmissions, there is a cut-off date set after the due date. Resubmissions are unlimited up until the cut-off date.
