Moodle app using students cannot access comments on prior submission

Update: One student said that their iPhone 15 can see feedback in the Moodle app.
Android: Appears to have the same issue. One student using the Moodle app on Android could not see Feedback comments. There is nothing to scroll down to. Confirmed on a second Android phone.
Original text:
A student submitted a laboratory report. Feedback comments were made on this first submission.
This assignment is set to automatically grant resubmissions.
The student then submitted the exact same document as a second submission. The second submission was marked as having the same errors as the first submission, no changes had been made in response to the Feedback comments that were made.
That second submission may have been made because the student may have misconstrued the above message as indicating that they did not submit their assignment, or that the submission had failed to upload. Unbeknownst to the instructor, the student had not seen any of the feedback comments in the Moodle app on iOS.
At this point the student had made two submissions and, as a result of the grading of the second submission, the automatic granting of attempts had opened the assignment for a third submission as seen above on the instructor's desktop.
In the Moodle iOS app on the student's iPhone the student sees the above.
Scrolling down the student can see the current grade but no comments. Nothing on this screen is an active link other than the Submission tab to the left of Grade.
From here the student can access their submitted document or add a new attempt (make a new submission) but neither of these produce the feedback comments. Note that the attempt number is listed as being "3 out of unlimited." There was no way to get back to attempt number two which was where the Feedback comments were made. The Submission comments are (0) apparently because there are no comments yet on the third submission. The problem is that the comments are on the second attempt, and there is no way back to the second attempt.
The Moodle app has a notifications menu and that menu dutifully reports that the feedback was given on the assignment. Tapping on the notification of feedback takes one to:

...back to the third submission screen.
One option would be to disallow resubmissions, but that is not how this course has been structured. That would presumably leave the last marked submission showing. Another option might be to set the granting of resubmissions to manual and then granting resubmission only upon request of the student after they have read the feedback comments on the prior submission.
The workaround is to have students on iOS (iPhones) use the Safari browser on their phone.
In Safari the assignment screen looks the same at the top, but this screen scrolls down to display earlier submissions, grades, and feeback.
In Safari the Feedback comments displays below the grade, which was done using rubric. Finding this requires scrolling down.
There remains the question of why the grading interface has two comment dialog boxes.
One appears above the grading area in the grader. This appears to potentially be a comment that might attach to the grade, rather than feedback on the assignment. Perhaps this appears in the gradebook. This dialog appears to be text only.
The other comment dialog box appears below the grading area and is labeled Feedback comments. This appears to be the place to put assignment comments. This dialog box is a full rich content editor able to format text, insert links, images, audio, and video.
